The Whipfin Fairy Wrasse requires a tank with plenty of hiding spaces, as it will hide if ot feels threatened. Male Whipfin Fairy Wrasse is aggressive unlike females who are quite peaceful, therefore they can be kept in a tank together, it is better to  introduce females first, as the males become aggressive towards newly added females.
